How we describe facts and uncertainty

Powered Sites does not issue a site certificate. A documented file is not proof that a property may be built or connected.

Three dimensions stay apart

  • Work status — not started, in progress, reviewed.
  • Evidence state — stated, document reviewed, specialist judged, missing.
  • View against the current brief — not a universal score.

Unknown is not zero

A regional capacity map does not become a positive connection statement for the property. A missing power figure is shown as unknown, not as zero and not as available.

A planning opinion, an early municipal note and a later permit decision are different things. They are not mixed in the conclusion.

Where a finding comes from

  • Stated by a party — who supplied the information and when are visible.
  • Document reviewed — document type, version, date and review scope are recorded.
  • Specialist assessment — the specialist question and responsibility are explicit.
  • Authority decision — deciding actor, legal effect and date stay separate.

Every central finding should be traceable to a source, date, review scope and responsible role.
