An ordinary web form should not receive sensitive documents. Sharing and any confidentiality arrangement come after the first scoping.
Powered Sites cannot promise that material given to an authority will remain secret. The public-access principle applies to official documents, with secrecy possible only in defined cases.
Before evidence is shared with an authority, the recipient, purpose, mandate and information set are assessed.
